On Monday, the Punjab Assembly heard a no-confidence motion against Chief Minister Parvez Elahi from the Pakistan Muslim League-Nawaz (PML-N) and the Pakistan Peoples Party (PPP).
The event occurs just a few days before the Pakistan Tehreek-e-Insaf (PTI) plans to dissolve the provincial legislature under Imran Khan's leadership.
The ousted prime minister declared on Saturday that the provincial assemblies in Punjab and Khyber Pakhtunkhwa would dissolve on December 23. (Friday).
In order to respond to the PTI's proposal, the PML-N and PPP's joint opposition submitted the not-trust resolution in the Punjab Assembly.
The choice to present the resolution to the province legislature was made a day after lengthy discussions between Prime Minister Shehbaz Sharif, PPP Co-Chairman Asif Ali Zardari, and PML-Q President Chaudhry Shujaat Hussain.
Legislators from the PML-N, Mian Marghoob Ahmad, Khalil Tahir Sandhu, and Khawaja Imran Nazeer, filed the document. The group was in company with Hassan Murtaza, the PPP's parliamentary leader.
On December 21, Punjab Governor Baligh-ur-Rehman will call the provincial assembly's important meeting (Wednesday).
"The governor Punjab is pleased to sign order summoning the provincial assembly of Punjab at 1600 hours (4pm) on Wednesday and requiring the chief minister of Punjab to obtain a vote of confidence in accordance with Article 130(7) of the Constitution," reads a notification from the Punjab Governor's Secretariat.
The governor reportedly stated in a directive that the chief minister had "lost the trust of his party President Chaudhry Shujaat Hussain and members of his own party belonging to the PML-Q." The directive was posted by the PML-N on its official Twitter account.
"It is widely known that serious differences of opinion, relating to political strategies, dissolution of the assembly, development schemes, and transfers of public officials, have emerged between two coalition parties of the ruling alliance in the Punjab Assembly, namely PTI and PML-Q," the statement read.
The judgement also noted that the aforementioned disagreements became apparent after the chief minister, acting independently of PTI Chairman Imran Khan, selected Khayal Ahmad, a member of the legislature, to the provincial cabinet.
No-trust motion will not succeed.
PTI leader Fawad Chaudhry responded to the news by claiming that the no-trust resolution against CM Elahi is an attempt to "run away from elections."
Fawad said on his official Twitter account that Sanaullah and [Planning Minister] Ahsan Iqbal had asked the PTI to dissolve assemblies so that they [PDM] could compete in elections, but that they were now fleeing because they knew the PTI would not permit their escape.
The people's decision is definitive, he continued, adding that the no-trust resolution "will fail and CM Elahi will dismiss the parliament."
Section 130(7) states that the chief minister "shall hold office during the pleasure of the Governor, but the Governor shall not exercise his powers under this clause unless he is satisfied that the chief minister does not command the confidence of the majority of the members of the Provincial Assembly, in which case he shall call the Provincial Assembly and require the chief minister to obtain a vote of confidence from the assembly."
